OHCA names new Chief Medical Officer

  Dr. Mike Herndon has been named Chief Medical Officer of the Oklahoma Health Care Authority (OHCA).

  Herndon will oversee a variety of operations in the SoonerCare (Oklahoma Medicaid) program.

Evaluation shows return doubled on OHCA health programs investment

  A recent report shows two programs targeting chronic diseases among SoonerCare (Oklahoma Medicaid) members are returning about two-to-one savings for each dollar invested by the Oklahoma Health Care Authority (OHCA).

  OHCA received the final report on the agency's Health Management Program (HMP) and Chronic Care Unit (CCU) for state fiscal year 2015 from independent evaluator Pacific Health Policy Group (PHPG). It shows that both programs are having positive outcomes related to quality of care, satisfaction, utilization and cost effectiveness.  More >> 

  

 
Oklahoma moms help Text4baby reach its 1 millionth mom milestone

  Text4baby, the largest mobile health initiative in the nation, has now enrolled 1 million participants with the help of more than 40,000 Oklahoma moms-to-be and new moms. These mothers have been receiving free health and safety information right on their cell phones. 

   Pregnant women and new mothers have a lot to remember, like which medications to avoid during pregnancy and when a baby needs vaccinations. Text4baby uses the power of cell phone technology, through text messages and an app, to share essential information, tips and reminders with expectant women and new mothers, and their partners or loved ones. OHCA dentist recognized for leadership of national organization

   Leon Bragg, DDS, Chief Dental Officer for the Oklahoma Health Care Authority, was recently recognized by Delta Dental of Oklahoma for his service as President of the Medicaid Medicare CHIP (Children's Health Insurance Program) Services Dental Association (MSDA).

   The award, presented during a luncheon at the annual MSDA Symposium in Washington, D.C., included a $10,000 sponsorship to the symposium in recognition of Dr. Bragg's service and leadership. More >>

Health and Human Services Agency Directors unite behind Medicaid programs

OHCA to propose provider rate cuts

Released March 29, 2016

  The Oklahoma Health Care Authority (OHCA) will begin its public notification process to reduce SoonerCare (Oklahoma Medicaid) provider rates by 25 percent effective June 1, 2016, in anticipation of the state fiscal year 2017 appropriation. 

  It takes OHCA 60 days to implement rate changes because of public notification requirements. It takes 90 days for changes to impact the budget due to claim lag. It is imperative the agency achieves savings during the 12-month period; otherwise, the cut will be larger to achieve the savings during a shorter period of time. More >>

OHCA board approves provider rate cut amidst difficult budget year

  The Oklahoma Health Care Authority (OHCA) board approved a three percent across-the-board provider rate reduction at their Dec. 10 board meeting.  

  CEO Nico Gomez advised members of the board in November that the agency was advised not to expect any additional state dollars in state fiscal year 2017, and that a reduction would be needed in order to submit a balanced budget for state

Agency selects care coordination model for Aged, Blind and Disabled populations

  OKLAHOMA CITY – Following five months of intensive planning, leaders of the Oklahoma Health Care Authority (OHCA) announced they will develop a Request for Proposals (RFP) aimed at contracting for a fully capitated, statewide model of care coordination for Oklahoma Medicaid’s Aged, Blind and Disabled (ABD) populations.

  The RFP is the result of HB1566, passed during the 2015 Oklahoma Legislative session. The bill charged OHCA with issuing an RFP for care coordination models for its ABD populations. The intent of the legislation is to provide better access to care, improve quality and health outcomes and control costs. More >>




Oklahoma's SoonerCare program wins national Text4baby contest

  Results from the 2015 Annual Text4baby State Enrollment Contest are in, and Oklahoma led the nation for medium-sized states in getting critical free health and safety information to new mothers.

  The annual contest is a competition between states to encourage new mothers to subscribe to Text4baby, the nation’s largest and only free mobile health service promoting maternal and child health for pregnant women and mothers with infants under age 1 through text messaging. More than 58,600 moms across the country enrolled in the service during the contest period. Oklahoma enrolled 4,961 expectant and new mothers. More >>

  Insure Oklahoma a health insurance option for some business owners

  Released November 13, 2014

 Business owners searching for affordable employee health insurance options this open enrollment season may qualify for Insure Oklahoma, an innovative state program that helps bridge the gap in health care coverage for low-income working adults. The program is available to businesses with 99 or fewer employees.

 Through Insure Oklahoma, 60 percent of health premium costs are covered by state and federal funding. Employers contribute 25 percent; qualified employees contribute 15 percent but no more than three percent of gross household income. More >> 


 

 8th Annual Tribal Consultation Proves Rewarding

 OKLAHOMA CITY – Improving health care in tribal communities was the theme of the Oklahoma Health Care Authority’s eighth annual tribal consultation held Oct. 21 in Tulsa. 12 tribes were represented by 14 elected tribal leaders plus more than 60 key stakeholders and tribal designees.

 The annual consultation provides an opportunity for Oklahoma tribes to receive updates, as well as give input, on various issues concerning the SoonerCare and Insure Oklahoma programs and how they affect the tribal communities.  Local health leader assumes new role on the OHCA Board of Directors     

  Released November 4, 2014

 OKLAHOMA CITY - On Oct. 27, Speaker of the House Jeff Hickman announced his appointment of Tanya Case, of Duncan, to the Oklahoma Health Care Authority (OHCA) Board of Directors. Well-known to OHCA, Case has served on the agency’s Medical Advisory Committee (MAC) since 1998. Her appointment fills the vacancy created by former Senator George Miller, of Bethany, who retired from the OHCA Board after 16 years of service. Former Speaker of the House Lloyd Benson first appointed Sen. Miller in 1998. 

 Case stands to lend valuable insight, leadership and guidance to OHCA as a board member. Since 2010, she has served as the executive director of Oklahoma Temporary High Risk Pool (OTHRP), the state’s pre-existing health plan. As Executive Director, Case is the primary contact for the Center of Consumer Information and Insurance Oversight (CCIIO) at Centers for Medicare & Medicaid Services (CMS)/ U.S. Department of Health & Human Services (HHS), the federal regulatory and funding agency. Prior to leading OTHRP, Case served on the Oklahoma Health Insurance High Risk Pool Board of Directors for six years.  More >>   


 

 OHCA Prescribing Changes Aim to Reduce Oklahoma’s RX Abuse Problem

  The Oklahoma Health Care Authority (OHCA) is now enforcing the first step in its initiative to lower the number of short-acting opioid pain relievers reimbursed by OHCA for SoonerCare (Oklahoma Medicaid) members. While opioid pain relievers play an important role in pain management, their abuse/misuse has become a growing public health issue in Oklahoma and nationwide. According to the 2010 National Survey on Drug Use and Health report, Oklahoma led the nation in non-medical use of painkillers. One in 12 Oklahomans abuse painkillers, such as hydrocodone and oxycodone. More >>

 Oklahoma’s Largest Insurance Payers Work Together to Address Infant Mortality Health Disparities 

  Released October 9, 2014

  Oklahoma’s two largest insurance payers, SoonerCare (Oklahoma Medicaid) and Blue Cross and Blue Shield of Oklahoma (BCBSOK) are joining forces to make a positive impact on the state’s Infant Mortality Rate (IMR). The Oklahoma State Department of Health (OSDH) recently announced that the state’s 2013 IMR was the lowest it has ever been at 6.8 percent. (Source: OK2SHARE) Although the overall drop in IMR is welcome news, the data also revealed a 16.5 percent IMR for African Americans, more than double the state’s average.

  Dr. Sylvia Lopez, chief medical officer for the Oklahoma Health Care Authority said, “We welcome the overall reduction. This is a result of much work on the part of the providers, the different state agencies and our SoonerCare members. Our enthusiasm, however, is tempered by the fact that the African American IMR actually increased from the previous year. We will be working with BCBSOK and other state and community partners to help lower this rate.” More> >


 

 OHCA presents SFY16 budget request 

Released October 9, 2014

  OKLAHOMA CITY – The Oklahoma Health Care Authority (OHCA) board was presented with the agency’s State Fiscal Year (SFY) 2016 budget request at their October 9 meeting. In addition to the agency’s base funding of approximately $953 million in state funds, OHCA is requesting an additional $163.6 million needed to maintain the existing program. This includes replacement of lost federal dollars, four percent program growth, a federal mandate for an in-house administrative law judge and replacement of one-time carryover funds—representing the top four budget priorities for the agency.  

The Federal Medical Assistance Percentage (FMAP) used to determine the amount of federal matching funds for state Medicaid expenditures will continue its downward trend for Oklahoma by decreasing in SFY2016. The rate will decrease from 62.30 percent to 61.25 percent and create a need for $39 million in additional state funds. This follows a reduction of 1.72 percentage points in SFY 2015. FMAP is the federal funding formula based on a state’s per capita income relative to that of other states using a three-year rolling average.  More> >


 

Riverside Dental event creates smiles, healthier futures

  ANADARKO – More than 480 students of the Riverside Indian Boarding School received dental evaluations and oral health supplies during a recent back-to-school event co-sponsored by the Oklahoma Health Care Authority (OHCA). The students were provided the dental services and products at no out-of-pocket expense. Efforts to improve oral health and provide health education at the Anadarko school have been making a positive difference in the lives of children since the first event took place in 2009.

  SoonerCare focuses on prevention

  OKLAHOMA CITY – Easier access to tobacco cessation products and automatic text messaging to pregnant women are two new benefits aimed at improving the health of SoonerCare members.  

  Effective Sept. 1, SoonerCare removed prior authorization requirements and copays from the seven FDA-approved tobacco cessation products. The approved products are bupropion SR (Zyban/Wellbutrin), varenicline (Chantix) and nicotine gum, inhalers, lozenges, nasal spray and patches. SoonerCare also provides its members with the “5 A-s” tobacco cessation counseling through qualified providers.  More >>

 OHCA Initiative Delivers on Reducing Costly C-section Rates among Oklahoma's Medicaid Population

OKLAHOMA CITY – A program that aims to reduce the number of medically unnecessary Cesarean Sections (C-sections) among women enrolled in SoonerCare (Oklahoma Medicaid) is delivering promising results. An independent evaluation of the Oklahoma Cesarean Section Quality Initiative documents a statistically significant decrease in medically unnecessary C-sections from 1.81 percent to 1.43 percent.1  The evaluation also shows $1.2 million in cost savings to the SoonerCare program over the two-year study period. The assessment by The Lewin Group (www.lewin.com) is on behalf of the Oklahoma Health Care Authority (OHCA), creator and implementer of the initiative.

Oklahoma has a relatively high C-section rate. According to the Centers for Disease Control and Prevention (CDC), the Sooner state ranked 14th nationally in 2011 with a C-section rate of 34.2 percent. This is a major concern for the SoonerCare program, which is the primary payer for more than 60 percent of pregnant women in the state. C-sections carry risks of complications for both mother and baby, so addressing medically unnecessary C-sections is not only a cost-saving issue but a potentially lifesaving one.  More > >

 Living Choice Program Transitions Oklahomans to Community Living

Bobby Neely considers himself blessed every time he enters his Tulsa apartment. Three and a half years ago he was living in a nursing facility – completely dependent on others for his care and life decisions – then he heard he had a choice.

 State Selects Bryan County for Pilot Childhood Immunizations Project

Bryan County will soon get a boost in its efforts to protect the health of children.  Immunization Week Gives State Agencies New Shot At Boosting Childhood Vaccinations

Immunization prevents an estimated 2-3 million deaths worldwide each year, yet 1 in 5 children don’t receive vaccinations. The Oklahoma Health Care Authority (OHCA) and the Oklahoma State Department of Health (OSDH) have created a new partnership to dispel the myths associated with childhood immunizations and increase the number of Oklahoma children receiving the complete recommended series of vaccinations.  OHCA Adds New Measure To Combat Public Crisis of Prescription Drug Abuse

The mission of the OHCA Lock-In Program is to assist health care providers in monitoring potential abuse or inappropriate utilization of controlled prescription medications by SoonerCare members.

The Oklahoma Health Care Authority (OHCA) has a new weapon in the war against prescription drug abuse. The agency has ramped-up its Pharmacy Lock-in Program so that certain SoonerCare (Oklahoma Medicaid) members cannot receive controlled substances from more than one health care provider. The measure aims to deter the practice of doctor shopping and prevent the possibility of accidental drug overdose – a growing and deadly problem in Oklahoma. The Centers for Medicare & Medicaid Services (CMS) measures improper Medicaid payments through the Payment Error Rate Measurement (PERM) program. SoonerQuit Helps Oklahoma Land In Top Five Most “Quit-Friendly” States For Tobacco

OKLAHOMA CITY – A new report conducted by the American Lung Association (ALA) places Oklahoma as the number four “quit-friendly” state for tobacco users.  The ALA report looked at federal and state level actions that make it easier for smokers to quit, including what tobacco cessation treatments are covered by a state’s Medicaid program. SoonerCare (Oklahoma Medicaid) provides all seven FDA approved medications to help smokers quit. Nicotine gum, patches, lozenges, inhaler, nasal spray, Chantix and Zyban are all covered. More>>

The cuts will be added to the 3.25 percent rate reductions which were approved at the January board meeting.
